MINUTES TO SPECIAL MEETING
U.S. COAST GUARD AUXILIARY
October 1, 2005
Called to order 8:47 a.m.

Introduction of Visitors & New Members:
LT Curtis Brown and Captain? Al Hansen from Air Station for active-duty liaison. Both bring experience working with other auxiliaries. Jenny McCarty new member, daughter of Nymeyer's. Jarrett King works for Alutiiq. Justin Wood and wife Carrie. Justin works with Hope and has 50-ton license while Carrie manages their home and five children. Mark Overby is new member in Old Harbor who is watching over life vest boxes.

FC Remarks & Announcements:
FC George Lee attended Division Meeting in Anchorage. Advised there will be IS (Information Systems) training in Anchorage 11/19-20. Susan is interested in going again. Would like to have couple more people attend to learn and be able to provide backup. Data can be entered on own time. The District Conference will be February 2006 in Valdez (President's Day weekend). Air transport to Anchorage and bus to Valdez. Dennis McMurry has volunteered to attend to also further a request for exception for USCG Master's license to be accepted by USCG Auxiliary. This would be very beneficial to us in Kodiak to move forward to operation of the Aux boat. FC Lee reported that Roy Stoddard was elected DSO at recent elections in Anchorage.

Minutes
September minutes are online. George Lee made the motion to adopt them and Dennis McMurry seconded. August minutes are now online also.

Staff Reports:
Suzanne J. reminded everyone 2006 dues are due by 10/15. $35 per person or $65 per couple. Even if you have just paid 2005 dues, you need to pay 2006 dues too. You may mail checks made out to USCG Aux to 3218 Wilton White Way: Kodiak. Enrollment needs to be up to date before 12-31-05.

Susan N. reminded everyone to send hours to her for any USCG Aux activities. Also to sign up for the upcoming two conferences.

Rebecca via FC Lee advised the blue vests have been discontinued. Question of what to do with the yellow vests. Two comments made in favor of blue and Suzanne J. mentioned we could take logo to Royall T's and order blue ones. Consensus appears to be to mail yellow ones back.

Dave Yakish is retired now and is not sure he is qualified to perform the duties of operations officer. Question of what are the duties of this position and FC Lee advised it is to work with the Air Station setting up times and activities for training and to eventually be in charge of the local boat.

Discussion was had re what were some of the duties of the open staff positions. VFC assists with paperwork and finances and anything to support FC. VE - Gil and Weldon were vessel examiners. George is the only one qualified now plus he can sign others off after they pass test. Inspections are voluntary and not in a law enforcement capacity. Check for fire extinguishers, life jackets, vent systems, etc. Would be nice to have four people ready in March or April in time for beginning recreational boating season. MT is member trainer. We have four people currently qualified as instructor trainers. Have print job descriptions available for interested parties and maybe we can get them posted on the web?

Visitor Comments:
LT Brown commented that between him and Captain Hansen, hopefully at least one would be available each month to attend our monthly meeting. He also commented that the Coast Guard thinks highly of the Vessel Examiners. Boats with stickers will normally not get boarded. He is willing to assist in people wanting to become Vessel Examiners in any way he can. Chief Gross (from Anchorage?) is the Aux trainer and we still need to work with him on a training schedule.

Member Comments:
Pastor Nymeyer advised he and son Luke have volunteered to assist in Louisiana. They have not been called yet. FC Lee advised they are looking for ICS 300 (Incident Command Systems training) level qualifications and a few people from Juneau have already gone. Discussion ensued about ICS training being available on the FEMA website. The ICS 100 is a 4-hour course that is given in Kodiak locally. Fritz mentioned there will be an ICS 300 here this fall some time.

FC Lee advised the 8-foot life vest box will be moved to the Harbormaster's building and the 4-foot boxes would be taken down. It was suggested to leave one box at Dog Bay with some of the poorer condition life vests in it and some in the 8-foot. Suzanne J. will put a laminate inside the box at Harbormaster (and maybe the others too?) stating more vests are available at the Harbormaster's office. Question raised about which sizes to order for next season. Herter's volunteered to inventory and collect life vests.

Old Business:
Mike Herter nominated George Lee for FC with Mike Amberg second. George passed the appropriate exam the night before online.

Mike Amberg nominated Pastor Nymeyer for VFC and Suzanne Jensen seconded after Suzanne Jensen declined the VFC nomination by FC Lee.

Voting will take place at the next meeting. There are no absentee ballots available in our process.

New Business:
Social meeting will be 11/12 at Bowling Alley after Mike Amberg verifies availability. Plan would be to meet at 3:00 p.m. for a short meeting including vote for members, then have social from 4:00-6:00 p.m.

Suzanne J. made a motion to waive membership dues to join the USCG Aux for all active-duty personnel. Seconded by Dennis McMurry.

Next meeting is on 11-12-05 3:00 p.m. at the USCG Bowling Alley.
